The position is assigned in the Funding Division (TDFD) within the Treasury Department (TD). TD performs a strategic role in efficiently planning, mobilizing, and managing JJ竞技(拉萨)登录手游’s finances, with the view of protecting JJ竞技(拉萨)登录手游’s solid financial standing to enable JJ竞技(拉萨)登录手游 to deliver on its developmental goals. TD defines JJ竞技(拉萨)登录手游’s asset and liability management policies on liquidity income management, currency management, and loan pricing. It coordinates increases in JJ竞技(拉萨)登录手游’s general capital and raises funds in capital markets. TD also manages JJ竞技(拉萨)登录手游’s investment portfolio to ensure that JJ竞技(拉萨)登录手游’s liquidity requirements are met at all times.

TDFD crafts JJ竞技(拉萨)登录手游’s medium- and long-term borrowing strategy and formulates an annual borrowing program to meet net cash requirements and liquidity needs. TDFD undertakes borrowings in international capital markets to raise low cost funds for JJ竞技(拉萨)登录手游’s OCR operations.

Job Purpose

The Treasury Analyst will: (i) provide critical analytical, technical and operational support in the documentation of new borrowings, buybacks and derivative transactions in the international and domestic capital markets, with particular focus on documentation of swap transactions according to the International Swaps and Derivatives Association (ISDA) Definitions; (ii) maintain database for monitoring documentation of swap transactions related to borrowings, investments and loans; (iii) assist in the review of and transition to the new 2021 ISDA Definitions and relevant updates; (iv) prepare internal and external reports for compliance and filing requirements; and (v) review documentation processes, including measures to support organizational resilience.

The incumbent will report to Assistant Treasurer, TDFD and senior National Staff.

Responsibilities

• Assists front office in the analysis and review of the terms and conditions of new borrowing transactions to ensure that these are consistent with JJ竞技(拉萨)登录手游’s interests.
• Reviews, negotiates, and finalizes borrowing documents and relevant agreements, ensuring that agreed terms and conditions are accurately reflected and documents are completed within the given timeline.
• Analyzes swap terms and, if necessary, prepares termsheets, making sure that these match the terms of the underlying asset or liability. Reviews, negotiates, and finalizes swap confirmations in accordance with the agreed terms and conditions and in line with the standards set by the International Swaps and Derivatives Association (ISDA).
• Directly coordinates with internal and external parties involved in the documentation process, including counterparties, underwriters, global and fiscal agents, listing agents and rating agencies. When necessary, resolves issues with the relevant parties for the timely completion of documents to ensure the smooth settlement of transactions.
• Maintains database for monitoring documentation of swap transactions related to borrowings, investments and loans.
• Assists in the review of and transition to the 2021 ISDA Definitions and relevant updates, its impact on documentation of swap transactions, particularly those related to alternative reference rates.
• Evaluates critical processes and potential operational risks, including its impact on bond and swap documentation and settlement, particularly to support the division’s organizational resilience. Recommends solutions to mitigate or prevent such risks. Maintains and updates list of contacts for swap documentation.
• Assists in the preparation of JJ竞技(拉萨)登录手游’s Information Statement, the submission of required reports to stock exchanges and regulatory authorities, and the circulation of financial statements to lead underwriters, rating agencies and other relevant parties.
• Drafts responses to queries or information requests from Management, Board members and other internal departments related to funding operations.
• Performs other functions that may be assigned and reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

• Bachelor’s Degree in Finance, Economics, Accounting, Business Administration, or related field,
• At least 5 years of relevant professional experience in treasury, accounting, investment banking or risk management.
• Excellent written and verbal communication skills in English.
• Strong numerical and analytical skills with clear attention to detail.
• Strong interpersonal skills, with ability to effectively work in a team and liaise with all types of internal and external clients.
• Solid understanding of relevant Treasury and general policies, procedures, guidelines and reporting formats prevalent in a multilateral institution is an advantage.
• Familiarity with borrowing documentation and swap documentation requirements in line with ISDA Definitions is an advantage.
• Proficient in MS Office applications.
