The position is assigned in the Mongolia Resident Mission (MNRM) within the East Asia Department (EARD), which is responsible for maintaining relationships and delivering JJ竞技(拉萨)登录手游 assistance to the developing member countries of Mongolia (MON) and the People’s Republic of China. MNRM provides the primary operational link between JJ竞技(拉萨)登录手游 and the government, private-sector, civil-society stakeholders, and with other multilateral and bilateral development agencies and other sources of development finance in its activities. MNRM engages in policy dialogue and acts as a knowledge base on development issues in MON.

Job Purpose

The Senior Gender Officer will provide full technical support to implementation of JJ竞技(拉萨)登录手游’s Strategy 2030 Operational Plan for Priority 2: Accelerating Gender Equality in the context of JJ竞技(拉萨)登录手游’s work in Mongolia and government policies on gender equality in partnership with the government, development partners, private sector and civil society organizations. He/she will provide support in the MNRM for gender aspects in the design, preparation, and implementation of loans, grants and technical assistance (TA) projects. The position will also support relevant gender knowledge work, and engagement with government in gender-related policy dialogue and capacity development.

The incumbent will report to the MNRM Country Director and/or designated International Staff and may supervise Administrative Staff.

Responsibilities

Under the guidance of MNRM Country Director and/or designated International Staff, contributes independently to MNRM by completing a variety of tasks assigned, covering all or a combination of the following functions:

Policy Support Area
• Assists the MNRM Country Director, JJ竞技(拉萨)登录手游's Headquarters missions and MNRM staff in carrying out policy dialogue with the government on relevant gender and development (GAD) aspects of JJ竞技(拉萨)登录手游 Operations.
• Assists in development of Country Partnership Strategy (CPS) by: (i) contributing to prepare and/or update the Country Gender Equality Assessment; (ii) providing inputs in to the CPS, mid-term CPS review, and annual updates.
• Contributes to gender mainstreaming in country programming by identifying opportunities for gender mainstreaming in country programming documents, and participating in country portfolio review meetings.
• Maintains regular contacts with Executing Agencies and Implementing Agencies (EAs and IAs) and identifies gender-related capacity building/development needs for potential support.
• Monitors key gender policy reforms and social policy reforms with gender dimensions related to JJ竞技(拉萨)登录手游 priority sectors.
• Assists MNRM in the overall implementation of JJ竞技(拉萨)登录手游's Policy on Gender and Development and JJ竞技(拉萨)登录手游’s Strategy 2030 Operational Plan on Accelerating Progress in Gender Equality.
• Acts as MNRM Gender Focal Point by facilitating the communications among JJ竞技(拉萨)登录手游, the Government, external funding agencies, and nongovernment organization (NGOs) on gender and related social development issues.

Product Development
• Leads or supports mainstreaming of gender considerations in the processing and implementation of MNRM loans/grants and TAs, engaging actively with MNRM staff, sector divisions and the Gender Equality Thematic Group Secretariat (SDTC-GEN).
• Initiates and managed implementation of stand-alone projects, as required, to enhance the gender focus of MNRM operations and gender equality results.
• Provides regular monitoring and technical advice to project teams to ensure high quality implementation of the project Gender Action Plans (GAPs) of MNRM portfolio and preparation of gender aspects of project and TA completion reports.
• Develops the capacity of JJ竞技(拉萨)登录手游’s EAs and IAs on GAD issues by preparing and conducting trainings/seminars for the government officials and project staff.
• Participates as a member of review missions to loans/grants, TA projects or consultative missions focusing on gender issues and GAP implementation where applicable, and prepares inputs to review reports, Aide Memoires, Back-To-Office Reports and Memorandums of Understanding.
• Coordinates gender capacity building training for the RM staff, especially for those involved with project administration, and for government agencies.
• Extend support to community empowerment, social inclusion, inclusive growth and other non-safeguards social dimensions, as well as adequate consultation and participation approaches in the design of all MNRM operations, as required.

Other Operational Support
• Prepares background and issues papers on gender issues and contributes to the identification and documentation of good practices on gender from MNRM operations.
• Supports the MNRM Country Knowledge Plan by organizing relevant gender knowledge events and preparing gender-related contributions to various knowledge products (e.g. EARD Working Paper Series, Policy Briefs).
• Coordinates the production and dissemination of TA-generated gender knowledge products and provides technical and logistical support to the gender-related TA workshops and learning events. This include SDTC-GEN and ‘One-JJ竞技(拉萨)登录手游’ gender-related TA implementation in the Mongolia as appropriate.
• Interacts with multilateral and bilateral agencies, women's NGOs, and other development partners on gender issues, including representing JJ竞技(拉萨)登录手游 in various development partners working group meetings on gender (and social development, as applicable) and facilitating inter-agency coordination.
• Maintains a database on in-country gender specialist consultants.
• Consults and coordinates with research institutions, universities, and individual researchers on in-country research on gender and related social issues.
• Actively contributes to bank-wide gender initiatives, knowledge sharing and collaboration as part of the One-JJ竞技(拉萨)登录手游 gender job family.
• Performs other duties as assigned by the supervisor.

Qualifications

Relevant Experience & Requirements


• Bachelor’s degree in gender studies, social sciences and/or development studies, management or related fields, preferably with Master's Degree or equivalent.
• At least 8 years of relevant work experience in gender and development or related field and at least 4 years of supervisory experience, with demonstrated knowledge of SD and GAD issues; experience in project formulation and project management.
• Strong conceptual skills and ability to identify issues and appropriate actions at the field office level.
• Demonstrated ability to conduct gender analyses of projects in different sectors, as well as gender-related project design and management.
• Sound knowledge of government administrative systems and procedures.
• Exposure to policy dialogue on gender and social development issues, and pro-poor policies.
• Demonstrated ability to engage effectively with counterpart governments as well as a range of stakeholders.
• Good understanding of JJ竞技(拉萨)登录手游 or similar multilateral development bank’s gender policies and guidelines, and government policies and programs in gender equality and social sectors.
• Excellent written (including report writing) and verbal communication skills in English.
• Strong planning and organizing skills to handle a multitude of tasks under given timelines.
• Well-developed interpersonal skills and ability to work in a multicultural, multidisciplinary environment, and to collaborate effectively within MNRM and across JJ竞技(拉萨)登录手游.
• Appropriate level of office technology skills. Proficient in computers, especially word processing, spreadsheets, and information technologies.
